Vote Yes for Administrative Citations in St. Paul by Tuesday, November 4, 2025.

This upcoming election, St. Paul voters will have the opportunity to vote YES on Administrative Citations, granting the City of St. Paul the ability to issue civil fines to enforce our local ordinances. Together, we urge you to Vote YES by November 4th for a Fairer St. Paul.
In St. Paul, we’re building a city where we all can thrive — no matter who we are or where we come from. We’ve proven it by passing policies together like earned sick and safe time, renter protections, and a higher minimum wage. And when we decide the rules together, we expect everyone — businesses, landlords, and corporations — to follow them.

But right now, St. Paul is the only one of the 25 largest cities in Minnesota that can’t issue Administrative Citations — basic tools to enforce our laws. This loophole lets corporations like CVS break the law without consequences.
Right now, St. Paul ultimately has only two tools for enforcing many of our ordinances: a sternly-worded letter, or jumping straight to criminal court. Criminal citations are an approach that’s too harsh for most everyday residents, and too easy for wealthy corporations to delay and dodge at the expense of workers, renters, and entire communities.
Administrative Citations are a critical tool in the toolbox to hold bad actors accountable and make St. Paul a city that works for all of us — not just the wealthy and well-connected. Vote Yes for a Fairer St. Paul by November 4th.
